CPWD Schedule of Rates

The CPWD Schedule of Rates (commonly called the CPWD SoR or CPWD DSR, Delhi Schedule of Rates) is the official rate book published annually by the Central Public Works Department for use in pricing all CPWD works contracts across India. It defines standard unit rates for every common item of civil, electrical, plumbing, and external development work based on Delhi-region material and labour costs, with correction factors (called "location factors" or "market rate indices") for application in different cities and regions.

What is the CPWD Schedule of Rates in government procurement?

The CPWD SoR is published in multiple volumes: the main civil DSR (building works), the electrical DSR, the horticulture rate schedule, and a roads and bridges rate schedule. The civil DSR is the most widely used, covering earthwork, plain and reinforced cement concrete, masonry, finishing (plastering, tiling, painting), woodwork, and structural steel items. The electrical DSR covers internal and external electrical installations, sub-station equipment, and fire-fighting systems.

Each rate in the CPWD SoR is backed by a rate analysis that shows the constituent costs: material quantities and market rates, labour norms and wage rates (based on prevailing minimum wages in Delhi at the time of the SoR update), and a fixed overhead and profit percentage. This transparency allows contractors and engineers to understand the basis of each rate and dispute rates that appear inconsistent with prevailing market conditions.

The CPWD SoR is updated annually (usually from 1 April, the start of the Indian financial year) and typically reflects the material and labour cost data from the previous calendar year. This lag means that in periods of rapid material price inflation (such as post-COVID steel price spikes), the SoR rates may be significantly below prevailing market costs, creating a pricing challenge for percentage rate tenders.

CPWD also publishes correction factors, location factors that adjust the Delhi SoR rates for different cities and regions. A works contract in Mumbai may apply a location factor of, say, 1.15 (indicating Mumbai costs are 15% above Delhi levels), while a contract in a smaller city may apply 0.95.

Why it matters for bidders

The CPWD SoR is the reference universe for central government civil and electrical works contracting. Every contractor bidding on CPWD percentage rate tenders must know the SoR thoroughly. Profitable bidding in percentage rate contracts requires identifying which SoR items have generous rates (providing margin when priced at the SoR level or slightly below) and which items are underpriced (where bidding at the SoR rate implies a loss).

In item rate tenders, where contractors quote their own rates rather than percentages, the SoR serves as the engineer's benchmark. Item rates significantly above the SoR may be scrutinised and rejected by the technical committee as unreasonable. Having a rate analysis ready to justify above-SoR rates is essential.

Example

A CPWD percentage rate tender is issued for renovation of a central government residential colony comprising 80 flats. The estimated cost based on the current year's CPWD SoR is Rs 3.2 crore. A contractor reviews the SoR rates for the major items (plastering, painting, tiling, plumbing fixtures) against current market costs, finds that painting rates are generous (10% above market) but tiling rates are 8% below market. The contractor bids -1.5% (1.5 percent below SoR) to be L1, knowing the painting margin compensates for the tiling gap. The contractor wins and executes on this basis.
