What are HVAC Works in government procurement?
HVAC contracts are among the technically most complex specialised works in government procurement. They require engineers who can do cooling load calculations, duct design, and refrigerant system design, skills beyond general civil or electrical contracting. For this reason, HVAC tenders almost always have technical eligibility criteria specifying prior experience in similar-capacity systems, the availability of qualified engineers (often requiring ASHRAE or BEE-certified personnel), and equipment manufacturer authorisations.
In government hospital projects, HVAC is a critical safety system: operation theatres require ISO 5 or ISO 7 cleanroom air quality with specific air changes per hour (ACH), temperature and humidity control, and positive pressure relative to adjacent areas. These requirements are specified in NIT and BOQ in terms of ACH, HEPA filter grades, and pressure differentials. Failure to meet these parameters at commissioning results in rejection and rework.
CPWD's schedule of rates covers some standard HVAC items (split ACs, standard ducting items) but specialised central plant is usually priced through item rate contracts with the contractor proposing rates for the specific equipment specified. For large HVAC contracts, a Design-Build approach is sometimes used, where the contractor is responsible for detailed design within performance parameters set in the NIT.
Commissioning of HVAC systems requires performance testing: cooling capacity tests, airflow measurements, duct leakage tests, and, for cleanrooms, particle count testing. These tests are conducted in the presence of the engineer-in-charge or an independent commissioning engineer before the system is handed over.
Why it matters for bidders
HVAC contracting is a specialist market with relatively fewer qualified contractors compared to general civil or electrical works. This means less competition, but also higher technical scrutiny. Contractors entering this space for the first time should carefully assess whether their team has the certifications, the tools (commissioning equipment, testing instruments), and the supplier relationships (with OEM authorisations) needed to bid credibly.
Energy efficiency ratings (BEE star ratings) for equipment are increasingly specified in government HVAC tenders, affecting the equipment that can be bid. Non-compliant equipment may be rejected even if it is otherwise technically functional.

A new central government data centre issues an HVAC works tender for precision air conditioning (PAC) units for the server halls and comfort cooling for office areas. Total estimated cost: Rs 6.8 crore. The tender specifies 2N redundancy for PAC units, minimum 5-star BEE rating, and BMS integration. An HVAC specialist contractor with prior data centre cooling experience and an authorisation letter from the PAC manufacturer wins at L1.
